There are 3 types of foam you can use to build your base.  The first and cheapest is white bead board. The sheet comes in  
2inch x 2ft x 8ft sheets.  At home depot this foam board costs about 6.50. This board is OK to work with if you use the Hot
wire foam factory tools listed under the Hot Wire link.  However, I find that this board chips and breaks very easily.  
The
second type is Owens corning pink Formular 250 extruded polystyrene.  This is strong stuff.  You can cut this board either
with the Hot Wire foam factory tools or the dremel tool.
 You must exercise caution as this board puts out a noxious
smoke when the board smokes, so you must cut this in a well ventilated place.  If you use the dremel it will produce a fine
dust which will irritate eyes, nose and throat, so wear a respirator and safety glasses.  The third type is the blue extruded
polystyrene from Dow Chemical.  It carries the exact same precautions as the pink formular board above.   Even though
they have these precautions they are  superior products to the white bead board and your base will come out much better
and last much longer.
One of the best places you can find the blue or pink foam is at construction sites.  They sometimes
throw large pieces away 2ft x 2ft x 5ft sections.  If you have to buy it, home depot has it for 13.50 per 2inch x 2ft x 8ft
sheets.
The picture below is the second level of my home display.  The entire display was done with the Hot wire foam
factory tools. I especially like the AC lighting on this display because of the brightness of the lamps.  All my other
displays use low voltage lighting from Lemax and  Dept. 56.
